The Voice of the World is the narration layer. When something significant happens — to you or to
the server — it appears as a styled overlay on your HUD, with a sound and a chat echo.
It is the thread that ties the addon’s systems together. Almost every other page on this wiki
mentions something being “announced”; this is what does it.

Separately from the systems above, the Voice tracks a set of lifetime milestones. These fire
once, permanently, the first time you cross each threshold:

Milestones never repeat. Once one has fired for you it is recorded permanently, so it will not
announce again after a relog, a death, or a server restart.
They are checked when you log in, when you kill something, when you die, and periodically about
once a minute — so a milestone crossed mid-fight typically announces within a few seconds rather
than instantly.
The kill milestones use your total mob kill count, which means they are ticking up from the moment
you start playing regardless of what else you are doing.
Messages come in seven flavours, each with its own header, sound and duration:

Titles pick their type by rarity — a common unlock is a Notice, a legendary one is an
Achievement.
The type is worth learning to read at a glance. Warning is the one that matters in the moment:
it is what a calamity awakening and a war’s “brink of defeat” alert use. Achievement and
Evolution are retrospective — something already happened and you are being told about it.
Notice is routine progress you can safely ignore mid-fight.
Messages fade in over about half a second, hold, then fade out over a second and a half. If
several arrive at once they queue rather than overwriting each other, so a burst of unlocks plays
as a sequence.
The queue is why a big moment — evolving while several titles unlock at once — plays out over
several seconds instead of collapsing into one message. Nothing is dropped; it is all shown in
order.
Most events announce only to you. A handful are broadcast to everyone on the server:
calamities, world-first records, nation events, and war state changes.
Servers can additionally force all skill unlocks or all title unlocks to broadcast
globally. On a server with that turned on, every player’s progress is visible to everyone — which
makes the chat considerably busier, and is worth knowing about before you assume something is
broken.
Individual titles can also be flagged to always announce to the world regardless of the server
setting. That is how genuinely rare unlocks get seen by everyone.
The Voice is configurable on the server, including:
The per-tier switches only affect unlock announcements. Mastery, evolution and transfer
messages come through regardless, so turning off common-skill unlocks does not silence the moment
you master one.
Servers can optionally enable text-to-speech, so the Voice is actually spoken aloud rather
than only displayed. This is off unless your server has set it up.
