A political council for Demon Lords. When enough of them agree to convene, a banquet hall
opens in its own dimension and the attendees submit motions, argue and vote. What passes becomes
real: enemies are declared, treaties signed, territory granted.
Walpurgis must be enabled on your server.
Only Demon Lords. They are the only ones invited, the only ones who may enter the hall, and
the only ones who may vote. Everyone else can inspect the council’s decisions after the fact but
takes no part in them.

Phases advance on their own: once enough conveners accept, once everyone has submitted, once the
agenda is exhausted. A boss bar shows the current phase and countdown while you are in the hall.

A passed motion does one of four things:
These records persist. /etwalpurgis territories, enemies and treaties list them at any
time, and anyone can read them.
Vote with /etwalpurgis vote aye|nay|abstain, or through the council board screen.
A tied vote does not fail — it goes to a duel. Any attendee may invoke the Combat Clause and
challenge someone. The defender has 30 seconds to accept, the duel runs in a purpose-built arena,
and the outcome settles the motion. Then deliberation resumes.
This is the heart of the system: in a council of Demon Lords, deadlock is broken by combat.
Carrying the Walpurgis Seal in your inventory grants two things:
The regeneration is nice. The double vote is the real prize — in a council of three to a handful
of Demon Lords, one doubled ballot decides most motions outright, and it turns ties into wins
before the Combat Clause ever fires.
Council rulings ripple outward into the nation layer:
